Ebay isn't responding to my appeal

Money was deducted from my bank account  by ebay for a parcel I had already paid for,I produced all the required things they asked for then they stopped responding everytime I send a message I received a no, reply message saying they respond in 48hrs it's been 1 week now no response..what can I do now?

Was it UPS or FedEx?

The price Ebay shows is only an estimate and both like to add extra charges after the package has been delivered.
