Create a Dispute option missing

Hello, im trying to create a dispute for an item that I received from Japan that said it was going to work but didn't, and I cant send it back because he wont give me the address to send it back to because he apparently cant understand basic english.

I go to the resolution center and on the item it doesnt give me an option anywhere to contact ebay directly, does anyone know where the option specifically is?

If you need to return your item @tro-2298 you should see and click a button Close my account. 

You shouldn't need to contact eBay down under, to help you click that button -- eBay resolution is mostly self-service.

If you haven't yet, do this.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

The seller will not be able to send a return shipping label, they'll need to send you the funds to cover the shipping.
