You can contact ebay two ways.
First one, on ebay.com go to top of page "help and contact" > scroll down to bottom of page "contact us" > select your reason and go to chat With automated assistant. Once you select your order and you get a prompt to type. Type agent. You will get 2 options. Phone or chat.
That's the fastest way to typically contact ebay, but they can't handle all situations. I'd try them first and if they aren't able to help try facebook.com/eBayForBusiness
