So my girlfriend who's a first time buyer on eBay bought a calculator and it arrived broken. When she let the seller know it was broken (who had 3800 feedback,) the seller got angry and told her it would be more of a hassle to return it through eBay. My girlfriend responded with an apology saying it was her first purchase on eBay and that she doesn't know how things work. The buyer then responded by telling her to close the case and that she would send her a new one, which my girlfriend having never bought anything on eBay before and not knowing better- did.
But after this, the seller dipped. She stopped responding to my girlfriend and the calculator never arrived of course. Is there anything she can do? My girlfriend trusted the seller because she had 3800 feedback all positive. We've left the first negative feedback on the account.

No.
If she paid thru paypal, she can file a Paypal case. But she'll have to return the item on her dime in order to get her money back.

No, as stated by @bigdeals.etc
The only time two cases can be opened on the same item is when an item not received case is open, then closed, presumably upon receipt. Then you discover it is not as described which you can then open that case.
Since not received does not apply here, only the one case can be opened and cannot be opened again.

Well, she's out of luck with eBay, but can open a PayPal case (if she used them) or a claim with her credit card (if she used them)... but at least she'll be refunded. Good luck.

Thank you for your help. I don't know how he did it but he had the negative feedback removed or hidden.
We've discovered the seller is a male. And a lot more.
Weird, but can I call the cops or threaten small claims court? He made off with the money. We called eBay and they say it's out of their hands because the case is closed, but we have his address, phone number, we even found him on Facebook. He does not have our address, but a PO Box.

Get the refund; don't spend time investigating the seller.
First, activate your PayPal "Return shipping on us" coverage here.
File a "Significantly not as described" dispute at PayPal here, then click "Escalate to PayPal" at the bottom.
When you're instructed to return the calculator, pay for your own Priority Mail label with tracking at paypal.com/shipnow, then give PayPal the tracking number.
PayPal will issue your refund when tracking shows the calculator was delivered back to the seller. Then submit the claim form to get reimbursed for the return postage.
Otherwise @csmi8657 file a "merchandise defective or not as described" chargeback with your card issuer, to get your refund.
