I sold a sprint booster for a car. The model number was listed in the description and the photos were taken as accurately as possible. The buyer sent an offer which I refused and then messaged me asking if it would fit his truck. I did research on the item and found out that it would not fit. I sent him the list of vehicles that it would and told him that it would not for his vehicle. He bought it anyway. He now claims that it does not fit and sent a photo. In the photo it looks as if some of the wires are "stretched " from what they would normally look like from being forced to try and fit. I normally will accept returns that I am not obligated to accept to try and keep my feedback positive. I haven't been faced with this situation where I blatantly told the customer that it would not work, and they proceed to buy it and use it. My question is if I decline the return can the buyer escalate it anyway ?

I understand your problem and am sorry this happened to you.
But I don't understand why you would go ahead ship it when you knew it would not fit.

If you have a chat past, write to Ebay with a proof document.If the item you send is damaged, does not match the listing description, or if it's the wrong item, you can not save it. Otherwise you can be saved. You can make a partial refund with the buyer immediately
( partial refund- This can be a good compromise when the seller doesn't accept returns, but wants to offer you a gesture of goodwill – say if you ordered the wrong thing by accident.)

Well, of course they can. Accept the return and prevent the dings to your seller account. Good luck moving forward.

since the listing has a no return policy If they actually selected doesn't fit for the return reason you can decline and the return is closed. So they can't escalate. Now they could talk to an ebay rep wanting to appeal it as not as described but honestly I would hope with it not then being bot generated the rep would see if and not grant an appeal but who knows. Personally I would decline in this case but that's up to you.

Depends on what type of case they open?
If they file an INAD, you won't be able to decline it.

You can decline a doesn't fit.
In the rare instances that I decline, I message the buyer 1st to explain why I am declining.
As a forewarning. Start working on your document to submit for a CC charge back. If that happens you are allowed only one upload. Do a collage of all facts into one.
Also prep for a "not as describe" PP return request.
