You can’t name and shame buyers here, so you should remove that username.
Did they open a return request?
Did you send a shipping label?
Did you preemptively refund them? If so, they can’t access any return label that may have been created for them.

If the buyer does not return item that is good for you. EBAY automated return will "close in your favor" and then EBAY will release your funds.

Unless the OP refunded before the buyer sent the item back. Seems like that’s the likely scenario.

If so, then that is on them. If they are handing out free money, tell me where the line is.

When you come here asking for help (or maybe you're not?) you really should give all the details of the issue.
We are assuming you are a seller who has a buyer who wants to return something bought from you, the seller.
Did the buyer open an item not as described case through eBay?
Did you send him a prepaid return shipping label? If you did, and he didn't use it to return the item, then you are pretty much off the hook.
How about returning and offering further details?
