File a claim. 

It was likely shipped from China.  Shipping between China and the USA is not a 2 way street.  They pay pennies on the dollar to mail items here but what we ship to China can cost 10 to 20 times that.   The seller does not want to pay return shipping on these items and may provide a random US address to avoid fees.
