Since Paypal will be part of the managed payments, What steps is eBay doing to make sure sellers are protected when using either (eBay or paypal) addresses and or an address a buyer might request (via eBay messages) we send there items to?

Hi @goodluckselling - we expect you to ship to the address selected at the time of checkout on eBay. If a buyer requests you to ship to a different address via eBay Messages you are also protected in an item not received request (INR) opened on eBay if you send it to that address.
The address in the order details on eBay is the address that should be on the PayPal transaction details, they shouldn't differ. If you have a situation where that is not the case please let us know so we can take a closer look at the transaction to evaluate it as a potential technical issue.
Managed Payments would not alter the requirements we have for you to be protected in an INR, regardless of the payment method a buyer elects to use. Thanks!

I agree with mam: a requirement is a requirement, not a recommendation, and that's what it should be called. Precision in language in eBay's Help pages, etc. is one way to reduce calls to CS. And to reduce confused and unhappy user experiences.
Hi @my-cottage-books-and-antiques, we are discussing this for adjustments to improve clarity. One example I can think of where the recommendation vs. requirement topic is best displayed is on the matter of tracking. We do not require tracking to be provided, but we recommend it because proof of delivery is required in the event of an item not received request. It would be inaccurate to say we require tracking overall, as delivery confirmation is only needed in the event of an item not received request and this confirmation can be provided in other ways..
That being said, it may be more accurate to say that we require a refund be issued through the appropriate eBay process when a buyer returns an item than to refer to it as a recommendation - while there are situations where a direct refund through PayPal is acceptable, these are when the return request option is not available (due to timeframe, buyer confusion, a return having already been opened/closed, etc).
