shopping cart wouldn't allow for combined invoice or shipping

Tried to purchase numerous items from seller who states they combine shipping. This is the error I received.

Seller may say he combines in his listings, but he forgot to enable the option in his ebay settings.

If the seller states that in their verbiage in the item description, it does not mean that they have set it up properly in their global site settings (which would make it not a technical issue but a seller error.)
