"Make Offer" button does not work on Amazon Fire Tablet (just hangs)

I noticed this a few weeks ago, and ended up loosing out on the item, I figured it was a glitch and didn't think much of it. Now I'm noticing its doing the same thing, and have tried it several tines over the past few hours. When I click on Make Offer, it just shows a rotating circle, and hangs there. 

I'm using an Amazon 10" Fire Tablet (7th gen), with the newest updates. Hopefully this can be fixed, because I can't imagine I'm the only one with this issue, and it's probably costing sellers, and annoying buyers. Thanks.

Are you using a browser or the eBay app?

If you are using the eBay app, make sure you have the latest version for your operating system.

Try another browser or another browser mode (mobile, classic or desktop).

I'm just using the default Amazon Silk browser (version 94.4.4.4604.128.0). I don't believe you can replace this browser. I might be able to side load Chrome, but that would be defeating the purpose, of getting this properly fix, so that everyone who is using this Amazon tablet will be able to make offers in eBay. This has been going on for at least several weeks, so it seems odd that it's not been addressed. 

I do have a couple other Amazon tablets, which I've stopped using, because this is the newer/larger screen version, but I can give those a try as well.

The same thing happened to me tonight on my Amazon Fire 10, 10+ and 8+ when I tried to use the eBay make an offer button.  I even tried to do this on a desktop system and that did not work either...  I could type

in the offer price but when I clicked on the review offer button it kept freezing up with the circle...

This seems to be a common problem.   eBay must be aware of it by now.  Very frustrating...

Try another browser on your desktop. Or another browser mode on your mobile device (mobile, classic or desktop).

The make offer feature seems to be working for me using Firefox on a Windows 10 machine -- at least I am able to get as far as the Review Offer screen:

Apparently the issue is not affecting every user or every browser. That might not be very comforting to you if you are having problems submitting an offer, but sellers may be glad to hear that if they are not already aware of it. And perhaps there is some combination of browser type and mode that will allow you to submit an offer successfully so you do not miss your chance on items of interest.

Possibly the problem is related to eBay's test of requiring certain accounts to submit payment information with offers -- but that is just speculation on my part.

While anything that makes it harder for potential buyers to make legitimate offers should be a concern to eBay and sellers in general, the problem does not appear to be universal.
