"Access denied" problem

Hi, it is the second time I experience "Access denied" problem on ebay (and only with ebay, other websites work well). Last time I changed the IP address but it didn't work, then the problem is gone by itself after several days, but this time it is interfering because i am following some biddings at the moment. I heard that ebay using some security company to block some IPs. Why? and why me? What can I do?

Below,  one or all possibles that could make denial of site access. 

1. Firewalls may block site addresses.
Give permission for eBay.com and your international eBay site

website addresses or

disable the firewall, not usually recommended,

but may solve the access denial issue. 

2. Update OS system and browsers. 

3. Clear your temp files, cache, browsing history.

4. Defrag your harddrive ( at some point,  optimize)
