promotional mailing via Ebay subscriber mailing list is not functioning

We are trying to send weekly mailings to our tiny list of 142 subscribers. One out of 4 attempts has worked. It seems to be a very buggy system. There is absolutely nothing in any of the help centre categories or forums that match this specific query. Is this basically something Ebay store owners Do NOT do? Send promo mailings? Really? I would honestly like to know the answer. Are we wasting our time with this?

I HATE promo mailings, and the word will never be strong enough.

Are you trying to send it to people who never asked to receive them, sometimes before they even receive their first and possibly last item from you?

We have thousands of customers and a mailing list of 142 people who opted in for mailings. This is the list we are trying to mail to. We did it once, before and after that lucky tie it has failed.
