promoted listings not eligible bug?

Is anyone else having the issue where you qualify for promoted listings as an above standard seller with enough transactions + $ volume but when you click to promote a listing, it redirects you to the page with the eligibility criteria (https://pls.ebay.com/plsweb/ineligible).

Any ideas how to get access? I've been passed between different ebay customer service reps and none seem to be able to address.

I have 600+ items for sale I'd like to at least promote for 1%+ but have no way of doing so which is very frustrating

Same issue. Talked to someone in chat. No help whatsoever. This is a problem. 4th quarter is here, we should have the same chance of selling as anyone else. We pay our fees and are offering to give a higher share of the net just to have them enable our promotions. Makes no sense.

Why are these sellers not eligible to promote their listings?  If they are above standard then they should be able to even if they use promoted listings lite.   Is there criteria that is not mentioned on the help page? 

Also, just to clarify if the quick listing form is used for Promoted listings LITE that the promoted listing fee can not be adjusted by the seller.  That is what the help pages seems to say.

Hi Brittanie,I have been trying to solve this issue for months, I am a Top Rated Seller and have been for months but yet I am not eligible for promoted listings, I have never been eligible since I had an account. After over 10 calls I was told by a supervisor, that this is a common issue that started in May. In the past 6 months no resolution was offered. This glitch in the system reduces my sales and definitely decreases your own revenue and fees on my products. Please provide a resolution.

Also I could share item numbers with you, yet I can confirm 100% that I am simply not eligible.

This page encourages me to become eligible but as you should be able to tell I already am.

Out of nowhere I see “Not eligible to promote” on a few of my listings.I don’t plan on promoting any of my listings, but why,out of nowhere,does this pop up?Any ideas?

I am having a similar problem. Many of my newly listed items say "not eligible to promote," even though there is no reason for this. Some of them allow me to promote, and others do not. I have never had this problem before.
