What can I do? I made a pre-order purchase. They asked me to wait two months. Today is four months. I can't find anyone to help me. The seller says he already sent it to me but he can't give me the tracking number and I don't know what to do anymore.

When you made the purchase, you were given a delivery date in the email eBay sent. One day after that date you can file a Item Not Received case. If it has been 30 days past the estimated delivery date, eBay won't help you.
If you paid by credit card or PayPal, contact them and see what they can do for you.

eBay's presale policy is here:
https://www.ebay.com/help/policies/listing-policies/presale-listings-policy?id=4252
Sellers of presale items are required to provide the exact date the item becomes available in the listing and are also required to ship within 40 days of the sale. But buyers must know about the policy in order to use the Money Back Guarantee effectively in time.
On eBay, buyers have up to thirty days from the last estimated shipping date shown in the Purchase History to file a case. After that, eBay can no longer help.
PayPal and most credit cards provide some protection for up to 180 days from the time of purchase.
