The first step in fixing any eBay issue, is to sign off, then back on. That will release session cookies.
If the issue still exists, try another browser. If the issue still exists, the issue is probably on eBay's end, or you have an account issue.

If changing browsers helps, use a program such as Ccleaner.exe (free, google it), to delete the cookies and clear the browser cache, for your browser. This should fix the issue.
