I have the same problem.  Also unable to clear it.  I dont know how common this is with other Ebay 

users.  I have heard that it will not appear if you use Google Chome as your browser.

I'm having the same problem, whats going on? Mine started around the same time. Why dosn't ebay do some thing about it.?? Hard to do anything on ebay  now. Help.

I just found out that they can't take control of screen when I'm on community or out of ebay at other sites.
