If you don't want to sell internationally, then you shouldn't be using the Global Shipping Program. GSP is for international sales. Make sure while revising that under Returns that the "International returns accepted" box is unchecked. And under Shipping Details>International shipping that the box next to "Sell internationally with the Global Shipping Program" is unchecked and the drop-down menu below it under "Other shipping options" says none.
Or are you saying the Global Shipping Program keeps turning itself on? If that's the case, better contact eBay technical support.
