ebay Manage Inventory not working

When I click "Sell Again" for an item that was out of stock.  Then click "Update and List Item"

I get the following message "Template could not be created or revised. Please try again"

Its been going on for several days and I've tried multiple items and several computers. 

Yes, I cleared history and cache.

Same issue.  This is the error message.

I am able to choose an existing Active item and "sell similar", edit the template, and list.  But for DAYS, the above error message has occurred on items I'm trying to relist from my Inventory.
