eBay unable to process USPS label purchase

Tried numerous times to purchase USPS labels but keep getting  "We were not able to take the payment."  I am in managed payments and have a very positive collected funds balance.

Did you check your Payment Method on the label page? Maybe it reverted to PayPal.

I was having a similar issue.  But, a pop up window would block me, it stated "Change Address", then I couldn't  cancel or exit out of it.  It would freeze.  Finally, I  went into buy bulk labels and I was able to purchase the label.  Maybe try the buy bulk labels section.
