I found I could not access my purchase history I finally got through to someone I think is from eBay and he indicated it’s because my account was hacked. And discovered “charges” have been made last year and this equalling 13,000. How is it possible for charges to be made and not receive notifications and payment requests?

How, in all that time, have you not notice a drain on what ever account the money was coming from? Don't you read your credit card or bank statements?

If you haven't, maybe it is time to go look at them. If they were bought on pay-pal, you can go back a couple of years and view your transactions.

If someone gains access to your eBay account, they can change the email address associated with your account so that any notifications go to the hacker, not to you.

How did you get in touch with eBay? Make sure you are contacting eBay through the Help & Contact link, and not using some random phone number you found in an online ad. Many scammers pose as eBay Customer Service and then ask for gift cards or ask you to give them remote access to your computer by downloading software like Anydesk.
