If yes, that's the problem, eBay hasn't had a number that takes incoming calls since 2020.

I have a question if someone can help. A buyer sent a return on a clothing item which a Ground Advantage label supplied by Ebay. I do accept returns where buyer pays for shipping. Here is the problem—it is still sitting at the post office b/c he put it in a Priority box and PO is saying I owe $10.30 postage. Ebay support is closed; I have always been able to get hold of them through chat or phone call. TIA

I believe you are stuck on this one. If the item is awaiting your picking it up, ebay's automated system will side with the buyer if the return case reaches the point where ebay steps in and refunds the buyer in your behalf. The system is automated.
If you want the item back before refunding, I would pay the fee and pick it up and do the refund yourself. Or just forget about picking it up and just do the refund.
Others may have different opinions.
I doubt if eBay will pull any strings for you if you do contact them. Be careful if they do say, "You will be covered". If eBay ends up refunding in your behalf, you receive a seller defect on your account.

Your buyer done you wrong and USPS is holding the package hostage. Consider the ransom into your recoup equation. Bummer...

Can the seller in this scenario deduct the cost of additional postage from the refund?
Clearly, a return postage label will designate the method of shipment.
