can't add shipping address, I am using pc laptop and internet explorer 11

I am trying to add a shipping address in my account settings, I have also tried to change shipping address in checkout and this is not working either. In my account settings I click on add shipping address and then there appears a rotating circle in center of screen that never stops rotating,  Please help I need to make a purchase and send to a different address, I have done this many times before about 4 years ago, I am a long time ebay buyer and seller over twenty years, this is first time I have ever posted a problem, please  help.

Try using a different browser such as Firefox to change your address.

Internet Explorer has not been updated in many years and no longer works well with many current web sites and features.
