When creating a listing, condtion section won't give me the "used" option.

I'm creating a listing and when I get to the condition section only "New" is available. This must be  a glitch? Anyone else experiencing this issue? I also tried to use "Sell similar item," but that had the same issue.

In what category? Some items can only be sold by approved sellers.

What type of item, some can only be sold as new.
