Yes, the eBay Developer's area does indeed have a sandbox.
And the developer does have their own credentials.
Google upwork.com or freelance.com to find such developers.

eBay does not have options to allow multiple users to one account. The best you can do (if you have a bunch of trust, in this developer) is to give them your password. When they are done, change the password and your secret questions. Note...chack your personal info, as well. Make sure the phone number, email, and addrsses are correct.

As already posted, you'd have to let someone else use your account. This poses another problem, and that is ebay will associate your account with any other account accessed from your developer's location. If any one of those accounts gets in trouble, you likely all will be restricted or locked out until it is resolved.
You might want to look into third party listing tools, which may provide the options you need without allowing direct access to your account.

I'm sorry but I guess I failed to give an important information. He should only do some api work. Is there a sandbox at ebay with diferrent credentials?
