I've tried every troubleshooting step except clearing data for the app (which I understand resets the app and would delete my numerous saved searches, for example). The ebay web site is working well on Chrome and Firefox, it's just the app that's problematic. Is deleting data the only remaining option?

Deleting the app will not affect your account in any way -- your saved searches and watch list items will not change, everything will still be there when you sign in again.
Try deleting the eBay app, restarting your device, then installing the latest version of the eBay app. The restart in between should ensure a clean install.
