Vertical Scroll bar not visible when I go to an item

My page is not showing the vertical scroll bar when I go to a particular item.  Therefore, I am unable to scroll down for more info preventing me from making purchases as a result. This is not happening on any other website I go to, only on Ebay. How can I fix this?

Using arrow keys, page up/page down, or mouse scroll wheel to scroll up and down
