Unable to send invoice on secure payment line

Anyone having trouble sending invoices? I accepted an offer this morning and when I tried to send an invoice received an error message:

Payment information for this item can only be updated on the site on which the item was originally listed. To update the payment information for your item please click here

I did click over, completed the invoice which looked a bit strange (listing several additional shipping options which I could not delete). I tried to send the invoice and received a message that asked  did I want to send invoice on a non secure line? I looked at the address bar and sure enough there was no security lock in the address bar. I've tried to contact eBay several times, receive messages that they have tried to call me at the number I have used for eBay for about 15 years and could not make contact? 

Any suggestions?

If you accepted an offer, eBay has already sent an invoice to your buyer. Contacting eBay now is nearly impossible.
