A seller has sent me the wrong item and when I click on (request a refund), the page takes too long to load and then never opens, the browser displays (The connection has timed out The server at returns.ebay.com is taking too long to respond.). I've tested my connection and the problem isn't from that. I've also tried using different browsers and devices and even tried another connection but still the same.

Did you purchase the item on ebay.com, or another site? Make sure you are starting the return on the same site you used to make the original purchase.
Are you going through the Purchase History to start the return? There may be an alternative link that does not have the same problem, such as by going through the Resolution Center.

Right church, wrong pew.
If eBay has suspended (read banned forever) the seller they no longer have anything to do with him.
If you paid through PayPal, go to paypal.com, find the transaction and file a refund request there, you will get a prompt refund.
Consider yourself lucky that eBay found out the seller was not performing as promised and got rid of him before you have further problems.😊

I am unable to also process a return. It appears as though the site is down. The seller is still active. I will try to see if i can do it via Paypal.

I am having the same problem, I ordered a used camera lens on eBay, and the user is still active, but the lens is too scratched to use and when I try to ask for a refund Firefox just gives me the "The connection has timed out", I am using Linux, FireFox v84.0 64bit, and even tried disabling some of my extensions, I was able to use eBay to contact the seller and sent them an image of the scratched lens and, but have yet to hear back form them, however I still can't get the "request a refund." to work.

I'm having exactly the same issues as described above - the page just hangs and eventually times out. The seller is still active (and perfectly legit from what I can tell), I'm using the same site as I purchased on (ebay.co.uk), and have tried using variety of web browsers. Any help much appreciated, ebay...
