Unable to print return label due to system error - Customer service can't help

I've been struggling with this issue for the last 1 week +. I'm trying to return a defective item to an ebay seller. When I try to print the label that the seller sent me I get a message saying "Sorry we're not able to process the label at this time, please try again later."

 

The same issue occurs when using this link with the returnid appended

 An eBay customer service rep last night escalated my return to eBay in order to reissue a label and that didn't work either. Another customer service rep told me that the label would start working today - it hasn't. 
 
Does anyone have any ideas? The seller is refusing to pay for the label, so I'm going to be out $10-20 due to eBay system errors.
