i cany but anything with my card or my paypal account and i have tons of money on them both and no holds on either of them, please help

Basic troubleshooting steps like signing out, clearing browser history and signing back in are first steps to resolve these issues.
Then contact PayPal to check your account there.
If PayPal confirms no issues with payment on the member's end, eBay's Customer Service team can look deeper into the issue. eBay Customer Service will be able to give you a definite answer when you experience these issues.

Note: Some members have reported that they have cleared these errors by deleting their saved payment info, ie Credit Card info. - http://pages.ebay.com/help/sell/updating-credit-card.html
Also: If using the mobile app, make sure you are using the latest version of the app.

Sellers are just now discovering that their accounts show NO PAYPAL and it takes manual editing to correct it. SELLERS CHECK YOUR ACCOUNTS.
