US Protectorates not implemented correctly on Shipping Exclusions page

There is a selection for US Protectorates (PR, GU, US VI, etc.)  but the protectorates are also listed under International.  Unchecked US Protectorates does NOT enable Puerto Rico.  It has to be unchecked under International (or maybe in both places).   

 

If you uncheck US Protectorates and have Carribean checked, PR is excluded.

I think we encountered this issue as well.

 

There was some strangeness where some of our PC's were not showing many items we sell. Then when assessing the screenshots, it was noticed that the PC had a zip code for PR. Now, the search settings were not set to PR, but the items were still not showing anyway, simply because the zip code had been entered.

 

When looking at our listings, it didn't seem consistent, as I did find a listing that was excluded PR International, but Protectorates was enabled. I have no idea how PR got excluded, because we do not set listings individually, and it should be using our Shipping Settings which had it enabled.

 

Also looking at some other listings, it seems that PR was not on the "Excluded" list, but it was not on the "Shipping" list either? 

I attempted to use the Shipping Settings feature with "Apply to all" to try to make sure every listing had our desired settings, and this gave me an error... I have no idea if it ever processed correctly...

 

I've still got a lot of questions, as it does seem like there's problems in the implementation. Why are listings excluded from search even if not using the zip code for the search? How did PR get set for multiple PC's but not all our PC's? If PR isn't excluded, why isn't it included? Why are shipping settings different for different listings when it should match our shipping settings? How is it that we receive a decent bulk of orders from PR if so many of our listings aren't showing? 

 

I'm not sure exactly what is going on, but certainly the implementation of PR (and maybe other locations) seems to be problematic.
