Trying to report late delivery but getting an error.

I'm trying to report a late delivery for an item that had guaranteed delivery. It was delivered yesterday, 10 days after the guaranteed date. When I click to report, I get this: "Sorry, reporting a late delivery isn't available right now. Please try again later." Since yesterday. Is everyone having this problem? I thought ebay might have suspended the Guaranteed Delivery program on account of all the USPS delays. I wouldn't guarantee the date of delivery if I were them.

I finally contacted customer service about this. I was told that the issue is site-wide and that they should have a fix within 48 hours. But the customer service rep did not offer to issue the $5 credit manually.
