The message says, "There is some technical error, please try after sometime."
I need to send out invoices and can't! It's been more than 15 hours now and I've tried many times to send the buyer the invoice. The purchased on an Accepted Best Offer. Please help!

So, i tried clearing caches on the browser (on macOS, Safari). Didn't help. Tried different browser. Didn't work. Tried app on iPhone, doesn't have that option. Tried using Safari ON the iPhone, that worked...
