This is the second one since Friday and not sure where to point the finger...but Buyers are claiming parcels are scanned delivered...yet not delivered and then the 1st one tells me Saturday it was delivered 2 days later...do not confuse this issue with the reuse of old tracking numbers, it is not that...these are recent shipments with fresh tracking numbers..I will have to lean to USPS as the cause...but you never know...either way it is NOT good for anyone. the 1st one actually opened a case...Please explain to me how a parcel can be scanned Delivered yet not delivered and then days later gets delivered? If only 1 has this issue you might raise an eyebrow, but when 2 very close in time have the same issue, it sends up the red flag... The second one say he has security cameras on his mail box and was not delivered as it stated it was....after 30 years on here this has been the worst last couple years ever...neverending issues., spending valuable time fixing, revision land, your issues...

Packages can receive an "acceptance scan" or a "delivery scan" using the same handheld device, depending on the device settings. Sometimes a carrier will scan a tracking number using the wrong setting, and your acceptance scan becomes a delivery scan. This shows up in the tracking, but does not affect the actual shipment otherwise. Later, when the item receives another scan, the tracking may be updated to remove the incorrect delivery scan.

This is probably what's happening. I knew because the delivery scan was the same exact time as when I dropped it off at my post office on the receipt.
Op needs to tell buyers it's still on the way and was simply incorrectly scanned at by the post office.

update: the second one tells me it was delivered later yesterday., So still how can a parcel be declared scanned and delivered, yet not., then shows up a number of days later? The second one greeted and questioned carrier, who had no answers....

It's human error.....they scanned it incorrectly the first time, subsequent scans are correct and the final delivery scan also shows correctly.
In my experience with misscans, the original (wrong) "delivered" scan disappears when the next correct scan takes place. It seems to self-correct.

Are these the decals @quicksilverdiecast ? If yes, the answer is below.

eBay Standard Envelope (ESE) is a metered letter mail shipment so it does not receive traditional tracking scans. The clerk at the PO counter cannot scan it and you can't track it on the USPS website. The envelopes are scanned by sorting machinery at distribution centers along the way and tracking will appear on eBay.
Common reasons ESE labels don't get scanned include:
- Overpacking. Envelopes are too stiff. It's not recommended to use trading card top loaders or cardboard mailers.
- Using ineligible packing material such as a bubble envelope.
- Placement of label. Label should be placed in the upper right corner with approx 1/8"-1/4" clearance from edges. If it's placed too far from the corner (like in the middle of a long envelope) the machinery may not scan it.
- Placing items like coins in the center of the envelope. The center of the envelope needs to be the most flexible part.
- Printer ink is not dark enough, or label color is too bright (stick to white labels if you can).
- Regional issues with sorting machines, volume processing, picky USPS employees, etc.
With ESE, a 'delivered' scan generally occurs at the last sort facility before it gets to the buyer; sometimes the buyer will receive their order a few days after the delivered scan.
If a buyer files a not received claim, you do have insurance coverage and the claims process is outlined on this page: https://www.ebay.com/help/selling/shipping-items/setting-shipping-options/ebay-standard-envelope?id=...
