Read about this a little now that it seems I'm a victim. Purchased, foolishly, from a user with zero feedback before talking to them. After a few days, can't get a response from seller. The item I purchased is probably in the 100+ pounds shipping weight category. This morning I get delivery confirmation of my 1.6 pound package delivery. Obviously not to my address. I'm signed up for MyUPS and get confirmation for every shipment that is coming to my address and this one did not show up.
How can I start a claims process? Thanks for help in advance!

Contact UPS and find out where the package was delivered and if the package was addressed to you.
If they tell you it wasn't addressed to you, have them send you a letter stating that.
Open an Item Not Received case on Ebay, which will probably be closed since tracking shows it was delivered.
Once you receive the letter from UPS, use it to appeal the INR case.

Thanks @kensgiftshop and @eburtonlab . I opened an INR and am waiting for the days to pass until I can escalate to eBay. I'll call UPS and get some documentation tomorrow.
