Technical problem with refund

I have received an email from eBay to start a refund for a cart that I had purchased.  After clicking the "ask us to step in" link I filled in the required information and clicked the enter button.  An error page came up stating: 

Oops, we had a technical hiccup

Please try again later.
I have tried over and over to get my message through and continue to get this message.  Is anyone out there that can fix this so I can get my refund?

Technical problem with refund

Make sure you are signed in to the same eBay account you used to make the purchase.

 

Can you find the transaction in your Purchase History?
