System not allowing me to submit a refund

I've been trying to issue a buyer a refund on the mobile site, and now have tried on a computer through the website, and am getting the same message.  It says there is an issue and to try again later.

Did eBay impose sales tax on that sale? Since ebay implemented sales tax, you have to have the amount available in your Paypal account to issue a refund. It won’t pull from your bank or card if tax was assessed.

There was a tax imposed on the sale and now this makes more sense.  I finally noticed a thread about needing to have the refund in our Paypal cash balance and even requested money be added, but it said it will take up to 5 business days.  

I was a little frantic at this point, and came back to the forum to search for ideas.  Someone mentioned a fix, thank goodness!  They recommended having a family member or friend send you money for the refund so it's in your balance quickly.  I only needed about $40 more, so I had my husband do it and then the refund went right though.  

The part that drives me crazy is that the Ebay fees come out of my balance and it's the only reason why I didn't have the funds available for the refund.   I just changed my seller payments to my credit card again.  I'd made it Paypal when my card expired years ago and caused all kinds of issues.  lol

Thank you for writing about the taxes causing it.  My Mom lives in a not yet taxed by ebay state and told me she had no issues a few weeks ago.  She never keeps a balance in Paypal, so I was really confused about why it's only some of us with this dilemma!
