System is triggering/flagging keywords in listing - not scanning the entire listing

We noticed something interesting today with 1 of our listings that was flagged.

We noticed that the flag was caused by a keyword in the listing.

Your listing was removed: Encouraging illegal activity policy

We work closely with non-profits, government entities and schools with full documentation on all purchases.

Wondering if this is a glitch of some sort? - we just wanted to bring this to ebays attention.

and it appears that it's being investigated but still not sure.

We come from the SAAS world and - can't spot these types of bugs easily.
