Spinning Blue Loading Icon?

Every picture I open now has this spinning blue 'icon' which never stops spinning. Anyone else? Also the ebay app often has the blue circle arrow icon for longer than it seems that it should. Are these issues related?

Not sure about the eBay app, but see here for a possible workaround if you use a desktop browser with an ad blocker:
