i would really like spendable funds enabled. I have no interest in cashing out I’m looking to rebuy on eBay.

If there is a link in your payment tab to enroll in Spendable funds thats where you need to go.

You should find it in a blue box under the heading "What's New".

If you don't have that then at this time you don't qualify.
