Sometimes, when we create listings - we see no item specific fields for Brand, size, color, country

Sometimes, when we create listings - we see no item specific fields for Brand, size, color, country of origin ect. No drop down boxes to select color, size, ect...The only Item Specifics are modified item, and California Prop 65 warning. Is there a problem with item specific? Shouldn't all listings show  item specific - country of origin? Is this a "Glitch"?
