Hi everyone! I wanted step in and let you all know that eBay is always here to protect our sellers during a natural disaster, extreme weather, or other widespread event. These protections are typically applied automatically once we've identified those impacted. See our Announcement about the extreme weather we've been seeing lately for more details.
Also, even when an event is not widespread, we can always review a more localized event to manually apply appropriate protections. As long as we can confirm that a disaster, weather or similar impacting event has delayed shipment or communication of your items, we will protect your selling account from any related defects.
@partial*eclipse, as for your particular question, I can clarify that we use data from the major shipping carriers to determine the impacted areas as they communicate what offices were impacted by the extreme weather conditions. If a seller is not automatically flagged as being impacted by the zip code these carriers report, and there is no tracking information indicating a delay due to weather, we would still be able to review this manually to look into what protections may be called for!

This sentence confuses me:
"eBay will automatically protect your Seller Performance and your late shipment rate will not be impacted under these conditions:
