Scam Seller case on hold

I ordered a pool and was informed that it was to be delivered in like  2 weeks. So I check back day of delivery to see when it would arrive.  Ebay and UPS shipping says it already arrived with 3 days shipping and was signed for. So I go looking for it no one has seen it. I contact the seller. No reply. I contact UPS all I get is it arrived at address. I contact Ebay they say it arrived but we'll open a case for you and hopefully the seller will sort this out. No replay from seller. 

So I try to contact Ebay through the app. Impossible. I can't even get a call back. 

So finally I contact UPs through Twitter and get the info that they opened a case. The address on the form isn't mine. The address is 5 miles away from me. I get Ebay on Twitter and give them this information on Monday. Tuesday UPS send me an email that the seller shipped to that wrong address instead of the one listed. Wrong address same zip code. Ah ha. Scammer. I tried to give this info to Ebay and they said the case is pending.  

I'd like to know how long this gonna take?

You need to get a letter on UPS's letterhead that the item was delivered, but to an address that is not yours.

You then will submit the letter to eBay.

That was the information I sent on Monday thinking perhaps UPS delivered to the wrong address. Then Tuesday I got an email reply from UPS indicating that the seller  deliberately used the wrong address.
