Well, that explains it... a couple days ago, i saw that a seller had relisted an item that i was interested in bidding on, but when checking out the seller, i saw that the item had already been won previously but was listed as "Ended" -- not sold. As a buyer, that is a concern because sellers will cancel winning bids, so i sent a mssg to the seller asking about it, and he claimed it was ebay's fault and he couldn't complete the transaction. I hadn't heard about that, so i avoided the seller. now, i think it may be true.
