I attempted to create a new listing, but recieved this error message, and also after each reattempt, despite having a default return policy already saved.
My second attempt at a new listing(different item + listing format) resulted with the same issue.
I've tried the usual layman IT troubleshooting bandaids- changed browser settings, changed browser, restarted cpu, logged out/in/out/in.
Any help would be greatly appreciated. Next step in my troubleshooting book is alcohol abuse. No one needs that noise.

Are you using this listing tool, it's not glitchy usually like the other ones.
Use the advanced listing tool. When you click on the sell tab, upper right hand corner on a pc, you should see a "use advanced listing tool" option OR it may also say "use form with more choices" .
Other than that this is all I got.
To create a return policy:
In the Add other details section of the listing form, select Returns Accepted or No returns accepted from the Return policy drop-down menu. If you don't see a drop-down menu, click the Change your return policy link, and then select Returns Accepted or No returns accepted.
If you accept returns:
Select the number of days a buyer has to notify you that they want to return an item
Specify the type of refund you'll give, or whether you offer a replacement or exchange
Specify who will pay for return shipping.
Specify a restocking fee, if any
If these suggestions do not help and no one has a better idea then you'll have to contact ebay CS.

Cheers for the reply. I spoke with customer service last night, and the rep diagnosed a glitch when listing items in the Antiques category. Inopportune, considering the box of antiques I wanted to get listed, but CS was very helpful with creative problem solving.

I'm having the same problem in the Antiques category. There is NO Retrun Policy line showing in the Shipping Details area on the Creat a Listing page. When will this be fixed??? I have 100s to list in this category. That line is there in the other categories.

List in an alternate category, then revise your item.
