SO--I spotted an obvious fraudulent listing. I click on the 'Report this Item' link above the Item Number.
This takes me to a web page that says:
"This feature is no longer supported. To submit a report, go back to the item, tap the three dot icon, select "Help & Report" and then "Submit report." Or, tap the question mark icon and select "Submit report.""
On my browser, (tried two different ones) I have neither a "three dot icon" or 'question mark" to tap. WTAF?
My guess is that they have tried to improve some "app" functionality, and broke this feature for those of dinosaurs who think apps suck, and are still using browsers for eBay.
Side note--it is virtually impossible to get anywhere with the AI "assistance" and I have no confidence that my attempt to report this to a live (overseas) human being will actually make it through to anyone who cares about this, let alone get the functionality restored.

Using a browser, the ? will show up on the right side at the bottom.
Sometimes you have to scroll down a little to get it to show.

They have made it very difficult. However I have found they rea rely do anything about those fake items anyway. There are more all the time.

Not every fraudulent listing contains an obvious listing violation -- some frauds are only apparent when the seller fails to deliver what was advertised. In those sorts of cases, reporting the listing may not be much help.
Try reporting the seller instead, and explain your concerns in detail. If enough users make independent reports, eBay is more likely to take action.

The question mark on desktop is bottom right, just under the up arrow. Took me a while to find it too.
Re do anything about them. There has to be more than one person reporting the item/listing. A single report does not trigger an investigation and reporting the same listing more than once, the others, after the first one from the same person go in the round file.

Thanks for describing the "?" -- it does show up, bottom right if you scroll all the way down on a listing. (I actually think that one of the tracking blockers I was using was keeping it from appearing on my regular browser, but it may have been old guy eyes not knowing what to look for...)
That said the menu for actually getting to report a listing is pretty darned opaque and by no means intuitive. I guess a single click report was too simple....
I have reported probably hundreds of fraudulent listings in my 20+ years--mainly in the bicycle section (where I spend way to much time). They now seem to be able to screen for the ones that used to be rife that put a link to an outside payment source. This one was the typical--photos stolen from the manufacturer's web site of a relatively rare bike, a stupid low price, pickup only (which location did not jibe with the shipping information) and posted by an otherwise legit account, so probably a hacked account.
I also know that a single report does not end a listing--but if everyone who is something of an expert on their favorite items reports them as they see them, shopping will be safer...
