I have been selling on ebay since 1998 and this is the first time I simply cannot figure out what to do and get no help from searching answers in ebay
Problem
Seller wants to return item: Son states he is sorry but his Mom changed her mind and she wanted a bigger casserole dish.
My listing shows size of casserole in the title and description
My return policy states:
accepted within 14 days, buyer pays return shipping and money back
refer to ebay return policy for more details. you are covered by the ebay money back guarantee if you receive an item that is not as described in the listing
Since the item was as described in the listing I do not want ebay to issue a refund.
How do I report my objection to ebay?
How do I change my refund policy to show more info such as changed my mind.

Is it past the 14 days return period?
Did the buyer open a Return Request? If so what reason was given?
What is the Item Number?

Buyer has until Jan 20th to meet 14 day
His reason given was changed his mind and he wanted a larger casserole.
I described casserole dish as 2 qt in the title and the description on my auction.
Auction # 144340544880
Buyer never contacted me but went straight to ebay demanding a refund.
I do not feel it is an eBay decision and have try to find how to dispute the decision with eBay but I can't figure out how to do it.

If you accept returns, the buyer can return for any reason.

When you offer returns you must accept returns for ANY reason, including buyer remorse. Just click to accept the return and buyer will have to ship it back, Do NOT let the return request time out, otherwise ebay will step in and refund the buyer. You will then be out the item the money.

You are confused.
Your buyers can return an item for any reason as long as they ask within 14 days after getting the item. If it's not as described they have 30 days. Who pays return shipping depends upon the reason they are using to return the item.
Too small is a fit issue in which the buyer pays for the return label.
Accept the return because if you don't then eBay could step in and decide to refund and let the buyer keep it. Is that what you want?
