'Refused to Connect'

I keep getting a 'Refused to Connect' sign/message from ebay and cannot list or edit at all. Please can this be fixed asap! Thank you.

Is this also a resolution for the failure of Ebay to save drafts after the Save as Draft or List buttons are clicked, or is that a different bug?

The listing I was was attempting to publish is still cycling in the Web netherworld after 3 days!

Did Ebay recently move some functions to The Cloud and fail to test them thoroughly before imposing them on sellers?
