Refund for the remaining balance.

My item was sent to international Hub for a month, nothing move or tracking number provide.

The seller refunded the money back to me only the item, no shipping cost to my country.

Now I can not open the request to Ebay (The seller already gave me a refund for the item).

Ebay note that if I want the remaining balance please contact us (Ebay). However CONTACT US have not the topic for Refund the remaining balance. Please advise what I should do for the item and for the shipping cost.

If it was shipped using Ebay International Shipping, the seller didn't have to refund.

If you filed an Item Not Received case, Ebay should have taken care of it and gave you a full refund.
