One of the buyer asked us for refund and due to some error we are unable to refund him and then we asked him to contact the ebay and get refund but this is not the case, the buyer report us and give us negative feedback too
How can i deal with this issue?

It was up to you to contact ebay if there was some problem that you could not refund them. Buyer's only recourse would to be to file a dispute and/or ask ebay to step in.
If buyer now has his refund, you could try to explain the problem you had and apologetically ask the buyer if they would consider revising their feedback.
